Sovereign Financial Inclusion

Linguard Labs is transforming El Salvador's digital wallet into true national financial infrastructure.

That helps digitize cash, expand financial inclusion, and convert everyday economic activity into long-term growth.

El Salvador

Rebuilding Chivo

El Salvador

El Salvador has millions of mobile phones and millions of unbanked adults. The infrastructure to move money digitally is not what's missing. What’s missing, is a financial experience reliable enough that a dollar on a phone feels as real as a dollar in your hand.

In 2021, El Salvador launched Chivo, a national digital wallet.

Chivo reached millions of registered users, a network of Chivo-branded ATMs and service points was established in El Salvador and the United States, and Chivo proved that demand for digital financial services exists at a national scale. What was also revealed (as first-generation financial inclusion products consistently do) is that distribution alone does not sustain adoption.

When digital payments do not feel reliable, people do what anyone would do: they go back to cash. In economies where a lost digital dollar can mean a missed meal, trust is not a feature. It’s the product.

Trust is not a feature.
It’s the product.

Trust is built through reliable, regulated execution, all the way to the point where it’s needed. In this case: a phone in someone’s pocket.

Linguard Labs took control of Chivo in 2Q26

In 2Q26, Chivo LP, a Linguard Labs company, acquired majority ownership and operational control of Chivo. Linguard Labs is rebuilding the product, economic model, and trust infrastructure from the ground up.

Chivo Rebuilt

How This Works

01

Replace Cash
in
Daily Life

Chivo is being rebuilt around the core money movements people use most: remittances, peer-to-peer payments, and merchant payments.

Remittance is El Salvador's single largest capital inflow

Chivo’s settlement rails, which may use digital assets including stablecoins, are designed to lower transfer costs and settle in minutes.

02

Build Trust
Through
Everyday Utility

Once the payment layer is in place, Chivo expands into the services that make digital money worth keeping and using: bill pay, transit, access to bank accounts through partner banks, gig-work payouts, and credit through licensed partners, subject to approval. Together, these help shift usage from occasional to daily.

03

Turn Activity
Into Economic
Growth

As trust, transaction volume, and merchant participation grow, Chivo becomes more than a wallet. It can support merchant services, credit infrastructure, government disbursements, and broader economic formalization.

Digital Financial Inclusion

What This Solves

Digital financial inclusion programs historically fail for the same reason compliance programs fail: the execution. Well-intended products get built and distributed without solving the operational conditions required for sustained adoption.

Cash Dependence

Cash dependence is not a preference. It is a rational response to untrusted alternatives. Chivo is being rebuilt so that digital money is as available, predictable, and useful as physical currency.

Remittance Leakage

Instead of watching digital inflows immediately convert back to cash, The rebuilt Chivo will keep remittance value within the ecosystem longer through easier spending, holding and transfer experiences, turning inflows into circulation rather than withdrawals.

Informal Economy Invisibility

The invisibility of informal economies locks workers and merchants out of credit, insurance, and government services — not because they lack economic activity, but because cash produces no record.

What
Chivo Rebuilt
Is Not

Chivo Rebuilt is not
  • A Crypto Investment Product
  • A Government Project
  • Just A Wallet

A wallet is a container. Chivo is being rebuilt to make that container trustworthy.

With verified identity, regulated operations, and auditable execution underneath every transaction. It is designed to make digital money more useful than cash specifically for how life in El Salvador and other emerging markets actually works.

The Operational Result
Trust Infrastructure

The
Operational
Result

What does not exist in most emerging markets is the trust infrastructure that connects sovereign authority to a consumer’s device and makes digital financial participation a rational and practical daily choice rather than an unreliable experiment.

Chivo is being rebuilt to provide that layer.

Citizens

Gain a practical alternative to cash.

Merchants

Gain access to digital payments
without hardware costs.

Workers & Vendors

Gain a financial history where none existed.

El Salvador is the proof of concept. The model is designed for any economy with a combination of high remittance dependency, a large unbanked population, and a cash-dominant informal sector.

Linguard Labs bridges the digital divide. One sovereign at a time.
The population is already connected.

The population is already connected.

The capital already flows.

The informal economy already functions.
